When will the Consulate decide on my application for Schengen visa?

Article 23 of the Visa Code provides that applications are decided within 15 calendar days from the date of submission of your application. It may be extended to 30 or 60 days when further scrutiny is needed or when additional documents are required to be submitted. By experience, you can get the result as early as 1 week.

Does the embassy keep my passport during the visa application processing?

Yes. Your passport will be retained by the Consulate of the country where you submit your application for around 15 days (the Turn Around Time to resolve your application), hence, you must plan your trips accordingly.
