Yes, you can apply for and even get approved for a Japan visa if you don’t have a bank account or can’t submit a bank certificate.
You just need to have a guarantor, preferably an immediate family member who’s financially capable of sponsoring your trip. Once you do, simply submit your guarantor’s bank certificate and ITR—no need to submit yours.
