Should I transfer my valid foreign visas from my old passport to the new one?

No. Visas and passports are separate from each other. Therefore, the validity of the visas won’t be affected by expired or renewed Philippine passports.

But since the valid visas are in your old passport, you should always bring it with your new passport whenever you’re traveling.
