Can an OFW travel without an OEC?

No. All OFWs (whether re-hires or new hires) departing from the Philippines are required to get an OEC. 

The OEC serves as an exit clearance, which means the Immigration won’t allow you to leave the country without it. This document also exempts you from paying travel tax and terminal fee.
