What Is the Difference Between a Primary ID and a Secondary ID?

A primary ID is a government-issued ID that is widely accepted by government and private institutions. Most primary IDs have additional security features using the owner’s biometrics. Examples are the Philippine passport, PRC ID, and driver’s license.

On the other hand, at least two (2) secondary IDs are usually accepted in case no primary ID is available or as supporting documents to prove your identity in addition to the primary ID. Most institutions do not accept secondary ID alone as proof of identification. Examples of secondary ID are the NBI clearance, police clearance, and birth certificate.


Part I. Primary Valid IDs in the Philippines

1. Professional Regulation Commission (PRC) ID

If you’re a licensed professional such as an engineer, physician, accountant, and the like, you may present your PRC ID for any transaction. 

Also known as Professional Identification Card1, this ID serves as proof that a person is eligible to perform his/her profession. 

Only successful examinees of a PRC licensure exam are qualified to apply for this ID.

Note: The PRC may require additional requirements from the applicant.


  1. For examinations requiring baccalaureate degree: Php 600 (Initial Registration Fee) and Php 450 (Annual Renewal Fee)
  2. For examinations requiring non-baccalaureate degree: Php 450 (Initial Registration Fee) and Php 420 (Annual Renewal Fee)
  3. For Medical Representatives / Real Estate Salespersons: Php 300 (Initial Registration Fee) and Php 150 (Annual Renewal Fee)
  4. For Ocular Pharmacology: Php 1200 (Total Registration Fee)

Validity: 3 years (renewable every birth month of the owner).

How to get a PRC ID: Visit the PRC Online Portal for initial registration, provide the required information, and schedule an appointment. Once you have secured your Oath Form, submit your requirements to your chosen PRC service center on the day of your appointment. 2. Driver’s License

Overview: The driver’s license issued by the Land Transportation Office (LTO) authorizes an individual to drive a motor vehicle in the country.  There are three types of driver’s licenses: the Student Permit, Non-Professional, and Professional Driver’s License. 


1. Student permit2:

  • Accomplished Application form for Driver’s License (ADL)
  • PSA Birth certificate (original for presentation and photocopy for submission) OR valid passport
  • One government-issued ID with a photo and signature of the applicant (original for presentation and photocopy for submission).
  • Medical Certificate (electronically transmitted to LTO)
  • For applicants below 18 years old: Notarized parent’s consent; or one government-issued ID (photocopy) with photo and signature of the parent or guardian
  • If employed: Tax Identification Number

 2. Non-professional driver’s license

  • Accomplished Application form for Driver’s License (ADL)
  • Medical Certificate (electronically transmitted to LTO)
  • Student’s Permit (original)
  • Practical Driving Course Certificate (electronically transmitted to LTO)
  • If employed: Tax Identification Number
  • For applicants who are 17 years old: (1) Parent’s consent (original copy) or affidavit of the applicant’s guardian; and (2) Original (for presentation) and photocopy (for submission) of a valid government-issued ID of the parent/guardian with photo and signature.

3. Professional driver’s license

  • Accomplished Application form for Driver’s License (ADL)
  • Medical Certificate (electronically transmitted to LTO)
  • Original Non-Professional Driver License
  • Tax Identification Number

Student Permit: Php 1000 to Php 5500+ (including medical examination fee and theoretical driving course)

Non-Professional/Professional License:

  • Practice Driving Course (PDC) fee: Php 3,000 (Motorcycle); Php 3,500 (Manual , 4 wheels); Php 5,500 (Automatic, 4 wheels); and Php 8,000 – Php 10,000 (combination AT/MT). You may also avail of LTO’s free or affordable PDC via the Driver’s Education Center.
  • Exam and License Fee: Php 820.46
  • Practical Exam fee: Free / Php 250 (if renting LTO-owned vehicle)

Validity: One (1) year for Student Permit and five (5) years for Non-Professional and Professional Driver’s Licenses. Meanwhile, a 10-year validity period will be granted to drivers upon renewal of their licenses starting October 2021, provided they didn’t incur any record of a road traffic violation.

How to get a driver’s license:

  • Student Permit: Complete theoretical driving lessons from an accredited LTO driving school. Then, proceed to an LTO district office, fill out an application form, and submit it together with the requirements.
  • Non-professional/Professional Driver’s License: Complete a practical driving lesson from an LTO-accredited driving school. Afterwards, proceed to the LTO Office and submit the requirements. After paying the fees, take the written and practical driving test. You may also apply via the Land Transportation Management System (LMTS), an online platform dedicated to ease the license application system. Start by creating an account. Afterward, fill out the online application form and select your preferred appointment schedule and LTO office.

3. Philippine Passport

4. Philippine National ID

Overview: Tired of presenting multiple IDs just to process your transaction? Thanks to the National ID that gets rid of the unnecessary multiple ID system5, you won’t need to go through this stressful experience again.

This ID is a single identification system that streamlines government services and can be used for any transaction with the government (e.g., national government agencies, LGUs, SUCs) and all private institutions6.


1. Duly accomplished Application Form 

2. Any of the following:

  • PSA Birth Certificate and one government-issued identification document with your name, photo, signature/thumbmark
  • Philippine passport
  • UMID 
  • Driver’s license

In case you don’t have any of the documents above, you may use the original copy of a secondary ID7 (Senior Citizen’s ID, NBI/Police Clearance, Solo Parent’s ID, IBP ID, PhilHealth ID, etc.)

3. For resident aliens only: Alien Certificate of Registration (ACR)

4. For married women presenting identification document reflecting her maiden name and opt to adopt husband’s surname: PSA Marriage Certificate

How to get a Philippine National ID9:

  1. Register via PSA’s online portal. Provide the required information and set an appointment schedule.
  2. Proceed to your preferred local registration center for your biometric data to be captured and local demographic verified.
  3. Your national ID together with your unique PhilSys Number (a unique and randomly generated number assigned to every registrant) will be issued.

5. Unified Multi-Purpose ID (UMID)

Overview: If you’re a member of the Government Service Insurance System (GSIS), Social Security System (SSS), Pag-IBIG Fund, or PhilHealth, you’re entitled to get a UMID. This ID unifies and streamlines the identification system of the aforementioned government institutions10.


1. Application form (click here for SSS members; click here for GSIS members).

2. For SSS Members: One of the following primary IDs:

  • Philippine Passport
  • PRC ID
  • Driver’s License
  • Seaman’s Book

In case you don’t have any of the documents above, you may present two secondary IDs (such as NBI clearance/Police Clearance, Birth Certificate, etc.).

3. For GSIS Members: Two valid-government issued IDs11 (e.g. PRC ID, passport, driver’s license, etc.)

Validity: No expiration.

Fees: Free.

How to get a UMID: Submit the requirements to the nearest SSS or GSIS branch near you. If you are an SSS member, schedule an appointment via the SSS online appointment system and submit the requirements on the scheduled date. Wait for the message from SSS or GSIS when you can claim your UMID.

6. Postal ID

Overview: Issued by the Philippine Postal Corporation (PhilPost), the improved Postal ID is equipped with additional security features to verify the identity of the recipient of letters from PhilPost.


1. Postal ID Application Form (2 copies)

2. Proof of Identity (any of the following):

  • Philippine Passport
  • Driver’s License
  • PSA Birth Certificate

If you don’t have any of the documents above, submit 2 of these documents, with at least one containing your signature and photo.

3. Proof of Address (any of the following):

Validity: 3 years.


  • Regular: Php 504
  • Rush Processing: Php 650

How to get a Postal ID: Submit the application form and requirements to any post office. Then, proceed to a postal ID capture station to have your photo and fingerprint taken. After completing the ID data capture process, your ID will be delivered to the address you’ve provided within 10 to 15 working days (Metro Manila) or 4 to 5 weeks (remote barangays/island provinces).

Part II. Secondary Valid IDs in the Philippines

1. Tax Identification Number (TIN) ID

Overview: The TIN ID is proof that you are a taxpayer and have been assigned your own Tax Identification Number (TIN), a unique personal identification for tax purposes. You may use this for several transactions with government or private businesses.


If applying for the first time13:

  • BIR registration form
  • PSA Birth Certificate
  • Community Tax Certificate (cedula)
  • One government-issued ID
  • 1 x 1 ID picture
  • Marriage Contract (if applicable)

If already registered with BIR:

  • One government-issued ID

Fees: Free.

Validity: No expiration.

How to get a TIN ID: The process of getting a TIN ID depends on whether you already have a TIN or not. If you don’t have a TIN yet, apply for one first. Then, proceed to the BIR Revenue District Office (RDO) that issued your TIN and apply for a TIN ID. Meanwhile, if you already have a TIN, go to the BIR RDO where you are registered, and apply for a TIN ID. After you receive your TIN ID, put your picture and affix your signature on it.

2. NBI Clearance

Overview: Whether you’re applying for work, starting a business, or applying for an important document, it’s likely that you need to present an NBI clearance. As long as you’re a law-abiding citizen and are free from any criminal charges, you can get this document.


  • Two government-issued IDs (e.g. UMID, Passport, Driver’s license, PSA birth certificate)
  • For first-time job-seekers who want to avail of free NBI clearance: Barangay Certificate and Oath of Undertaking

Fees: Php 155.

Validity: 1 year.

How to get an NBI clearance:

  • For first-time jobseekers: Visit the NBI Clearance website and click First Time Jobseekers. Complete the registration form then enter the one-time password sent via email or SMS. Log in to your account then complete the Applicant Information form. Schedule an appointment with your preferred NBI center. Submit your documentary requirements on the date of your appointment.   • For regular application: Visit the NBI Clearance website and fill out the registration form (tick the box corresponding to NO for the question DO YOU HAVE AN NBI CLEARANCE ISSUED FROM 2014 TO PRESENT?). Then, encode the one-time password sent via SMS or email to accomplish registration. Log in to your account and complete the Applicant Information form. Schedule an appointment with your preferred NBI center. Submit your documentary requirements on the date of your appointment. 3. Police Clearance

Overview: The police clearance14 certifies that you have no existing criminal record in the PNP database.

Requirements: Two valid IDs (e.g. UMID, Passport, Senior Citizen ID, Driver’s license, etc.).

Fees: Php 160 (including transaction fee).

Validity: 6 months.

How to get a Police Clearance: Access the Police Clearance System. Register by entering the necessary information. Then, confirm your registered account via the email you have provided. Sign in to your newly created account and schedule an appointment with your preferred police station. Then, proceed to online payment. Present the requirements on your appointment date and have your biometrics taken.

4. Senior Citizen ID

Overview: Filipinos who are 60 years old and above can have this ID and its associated benefits.


  • 1 x 1 ID photo
  • Accomplished application form (to be filled out at the Office of the Senior Citizen Affairs in your city/municipality)
  • Birth certificate or any document indicating the applicant’s age and Filipino citizenship15
  • Valid ID (e.g. NBI clearance, Passport, Postal ID, etc.)

Fees: Free.

Validity: No expiration.

How to get a Senior Citizen ID: Go to the Office of the Senior Citizens’ Affairs in your area. Fill out an application form and submit it together with other requirements.

5. PSA Birth Certificate

Overview: The birth certificate is a document containing the date and essential details of your birth. From school enrollment to employment, a birth certificate will always be part of the list of requirements.

Validity: No expiration.


  • Php 230 (walk-in application) 
  • Php 330 (online application)

How to get a PSA Birth Certificate:

  • Online: Visit the e-Census website and select Click here to request now. Provide necessary information and request for a birth certificate. Then, complete the application form, print the acknowledgement page, and pay the fee at any accredited payment channel
  • Walk-in: Go to a Census Serbilis Center. Bring a valid ID and complete the application form. Once your application is approved, proceed with payment of fees and wait for the release of your birth certificate.

6. PhilHealth ID

Overview: The PhilHealth ID is proof of your PhilHealth membership and your entitlement to all PhilHealth benefits. There are two types of PhilHealth ID: the regular ID and the PVC-type Health Insurance Card. The Regular ID shows that you are a member of PhilHealth and entitled to its benefits. On the other hand, aside from being proof of PhilHealth membership, the PVC-type Health Insurance Card is also a valid government-issued ID for any transaction16.

Requirements: Two valid IDs, PhilHealth number, Request Form.


  • Free (regular)
  • Php 90 (PVC-type/Digitized)

How to apply for a PhilHealth ID: You must be a PhilHealth member first before applying for an ID. Employees of private companies are issued regular IDs by their employers. You may also personally request the digitized one. Meanwhile, if you are a voluntary member of PhilHealth, proceed to any PhilHealth office, present the requirements, and fill out a request form.

7. Community Tax Certificate (Cedula)

Overview: Tracing its roots to as early as the Spanish occupation in the Philippines, cedula is one of the oldest forms of certification in the country. Cedula is issued after paying your community tax to your place of residence17.

  • Proof of Income
  • Payslip

  • Annual Community Tax: Php 5.00
  • Annual Additional Tax: Php 1 for every Php 1,000.00 of income 

Validity: 1 year.

How to get a Cedula: Go to your city or municipal treasurer’s office. Accomplish the Tax Declaration Form and present the requirements. Pay the fees that are based on your income.


8. Integrated Bar of the Philippines (IBP) ID

Overview: The IBP ID20 is exclusively issued to lawyers who are members of the Integrated Bar of the Philippines (IBP). Holders of this valid ID can present it in various transactions with government or private institutions.


  • IBP Lawyers ID Request Form
  • Deposit Slip confirming payment of the ID fee
  • 2 x 2 ID Photo


  • Certification fee: Php 350
  • Transaction fee: Php 20
  • Courier fee: Php 200 (Optional)

Validity: 2 years.

9. Seafarer’s Record Book (SRB) / Seafarer’s Identity Document (SID)

Overview: This is a mandatory document for every Filipino who wants to work as a seafarer whether here or abroad.


  • PSA Birth Certificate/Passport
  • NBI Clearance (VISA Seaman)
  • SOLAS Certificate
  • 2 x 2 ID photo with signature at the back
  • Two documentary stamps
  • Certificate of Completion for Basic Training
  • Transcript of Records/Completed Academic Requirements (CAR) for Maritime Courses

How to get an SRB/SID: Schedule an appointment with your preferred site here. Provide necessary information, upload scanned documents, and pay the fees online. Go to the MARINA site on the day of your appointment together with your documents for verification and claim your SRB/SID.


10. Person With Disability (PWD) ID

Overview: The PWD ID21 serves as proof that a person is eligible for the benefits and privileges of a PWD.


  • Two 1 x 1 ID photos with the applicant’s name and signature/thumb mark at the back of the pictures.
  • Valid ID
  • Document that confirms the disability condition of the applicant

Fees: Free.

Validity: 3 years.

How to get a PWD ID: Obtain a PWD Registration Form from the PWD Registration Center in your city or municipality and accomplish it. You may also fill out the form online and print it. Put one ID photo on the form and staple the other ID photo in the same form. Attach also the document confirming the disability condition to the form. Submit the accomplished forms and documents to the City/Municipal Mayor/Barangay Captain. They will submit these forms to the City/Municipal Social Welfare Development Office. Wait for the issuance of your ID.


11. Other documents that can be used as a Secondary ID

  • Barangay Clearance – a document issued by the Barangay Hall before the issuance of permit or license to operate a business.
  • Marriage Certificate – issued by PSA, this document presents the details of marriage between two people.
  • OWWA Card – OWWA members are eligible for this card and its benefits upon payment of the required contribution
  • Alien Certificate of Registration – a document issued by the Bureau of Immigration to all foreign nationals that are holders of Temporary Visitor/Tourist Visa.
  • PNP Firearms License – a document that gives license to own and possess firearms.
  • Solo Parent ID – an ID is issued by City/Municipal Social Welfare and Development (C/MSWD) Office as a proof that a person is a solo parent and entitled to some benefits and privileges.
  • Government Office and GOCC IDs such as those from the AFP, Home Development Mutual Fund, etc.

Tips and Warnings

  • Use the online application/appointment system when applying for valid IDs. Instead of waiting in line for hours just to have that valid ID, set an appointment online to make your application quicker.
  • Avoid transacting with unauthorized persons to process valid IDs. Do not be tempted to do this otherwise you will face legal punishments from the respective authorities.
  • Be aware of the validity of your IDs. You may have the required valid ID but it’s useless if it is already beyond its validity period. If possible, renew your ID months before its expiration date to avoid interruptions on the processing of your application or transaction.

Frequently Asked Questions

1. Is student ID a valid ID?

In most cases, no. However, some private institutions accept Student ID as long as you use it within its validity period. For instance, it can be used to open a bank account (e.g. Unionbank, BDO, Landbank, etc.). If you are 16-21 years old, you may also use it to claim money from a remittance center like Western Union.

2. I am opening a BDO/BPI account. What are the valid IDs accepted?

Here’s a list of the valid IDs accepted by BDO/BPI :

  • Passport
  • Postal ID
  • TIN ID
  • PhilHealth ID
  • UMID
  • Driver’s License
  • PRC ID
  • Senior Citizen ID

3. Can I still apply for a voter’s ID?

As of 2021, you can no longer apply for a voter ID. The COMELEC has already stopped issuing voter IDs since 2017. Instead of the voter ID, it now issues an acknowledgment receipt as proof that you are eligible to vote. The COMELEC will use the National ID in lieu of the voter’s ID22.

4. Can I use my company ID as a valid ID in the Philippines?

It depends on which institution you are transacting with. If you are transacting with a government office, they might not accept your company ID and tell you to present a government-issued ID instead. However, you can still use your company ID when dealing with private businesses (such as banks), especially if it was issued by a company that is regulated by BSP, SEC, or Insurance Commission.

5. What are the valid IDs for airports in the Philippines?

It depends on the airport that is servicing you. For instance, Cebu Pacific allows a company or school ID, passport, and government-issued IDs with name, photo, birthdate and nationality.

6. I’m a fresh graduate. What are the valid IDs I need to get for my employment?

According to Jobstreet23, fresh graduates must obtain the following pre-employment documents in preparation for their first job:

  • Transcript of Records / Diploma
  • NBI clearance
  • TIN ID
  • Passport
  • UMID
  • Postal ID

7. What is the easiest and fastest government-issued valid ID to get?

The fastest and easiest valid ID to get in the Philippines is none other than the Postal ID. Although it may take up to 20 working days to get a postal ID through regular processing, those who desperately need one as soon as possible can avail of the rush processing instead.

For a higher fee of Php 650, rush processing can cut the processing time by 95%. This means that if you apply today, you can get your postal ID the very next day. If you want faster than that, you can go straight to the Manila Central Post Office which offers same-day release!
