In accordance with the Family Code of the Philippines, a marriage license shall be issued to couples who wish to get married in the Philippines.
You can file both of your applications at the Civil Registry Department of the municipal hall of a town or city where you or your partner currently resides. You can also apply for a marriage license at either of your hometown.
Applicants may be requested to present the original documentary requirements for verification and evaluation purposes. The original copies of submitted documents will be returned after the evaluation.

1. Marriage License Requirements and Fees.
Below are the basic requirements for marriage license application in the Philippines. However, it’s best to check with your local government because additional requirements might be requested in some municipalities.
a. Basic Requirements (both parties should submit every document).
- Personal appearance of both parties
- Duly-accomplished marriage license application form
- Certified True Copy of PSA Birth Certificate (1 original and 2 photocopies)
- CENOMAR or Certificate of No Marriage (1 original and 2 photocopies)
- CEDULA (Community Tax Certificate) (1 original and 2 photocopies)
- At least 2 valid IDs
- Barangay Clearance (1 original and 1 photocopy)
- Certificate of Attendance in a pre-marriage counseling or family planning and responsible parenthood seminar (required for Filipinos aged 18-24, although the requirement varies per city or municipality)
- Recent 1×1 photo (can be colored or black and white)
b. Additional Requirements.
For Filipinos between 18-25 years old:
- Affidavit of Parental Consent (for Filipinos aged 18-20) or an Affidavit of Parental Advice (for Filipinos aged 21-25)
- Must be notarized
- Must be authenticated by the DFA (if the marriage will take place abroad)
- Proof of Death (If any of the parents are deceased)
For Filipinos who got divorced:
- Marriage Contract or Report of Marriage to the Previous Spouse with Annotation on Divorce issued by the PSA (original with 1 photocopy)
- Judicial Recognition of Foreign Divorce issued by a Philippine Court and with a Certificate of Finality (original with 1 photocopy)
For Filipinos whose marriage got annulled in the country:
- Marriage Contract or Report of Marriage to the Previous Spouse with Annotation issued by the PSA (original with 1 photocopy)
- Judicial Decree of Annulment issued by a Philippine Court and with a Certificate of Finality (original with 1 photocopy)
For Filipinos who are widowed:
- Marriage Contract or Report of Marriage to Deceased Spouse issued by the PSA (original with 1 photocopy)
- Death Certificate of the deceased spouse
For Filipinos who will get married abroad:
- Advisory on Marriages issued by the PSA (original with 1 photocopy)
- Philippine passport as proof of Philippine citizenship
- Passport-sized photo with white background (2 pieces)
- Foreign national’s passport (must be valid)
- Certificate of Legal Capacity to Marry
- A Copy of Final Decree of Absolute Divorce (If the foreign national is divorced)
These are the fees to be paid when applying for a Marriage License (although it may vary per municipality):
- Marriage License Fee: Php 100
- Application Form Fee: Php 50
- Filing Fee: Php 100
2. Marriage License Application: A Step-by-step Guide.
- Go to the city or town hall and get a marriage license application form from the Civil Registry Department. Fully accomplish the form and gather the required documents
- Submit the application form and other requirements to the Civil Registry Department
- Once the application forms and papers are evaluated, head to the cashier and pay the required fees
- Keep the Original Receipt and wait for up to 10 days before you can claim the marriage license. It must be noted that during the 10-day waiting period, a notice on the impending marriage of the applicants will be publicly posted. This is in accordance with Article 17 of Executive Order No. 209.
- As soon as the publication period is over, the marriage license will be released to the applicants. Once released, a marriage license is only valid for 120 days from the date of issuance but can be used anywhere in the Philippines.
